New Delhi, September 3 : Minister for Public Health Engineering, Water Resources Department and Ecclesiastical Department, Sonam Lama, participated in the two-day Departmental Summit organised by the Ministry of Jal Shakti, Government of India, at Bharat Mandapam, New Delhi, on September 1 and 2, 2026.
The Summit brought together the Centre and States to deliberate on critical issues concerning water security and service delivery, with the objective of strengthening cooperative federalism and evolving a shared, time-bound Action Plan for sustainable water management.
The deliberations focused on four key themes:
1. Timely Implementation of Water Infrastructure Projects
2. Catch the Rain
3. Source Sustainability of Drinking Water
4. Operation and Maintenance of Rural Drinking Water Supply
During the Summit, Sonam Lama highlighted the specific requirements of hill States and put forward recommendations for a more terrain-sensitive approach to water infrastructure planning and implementation.
He emphasised that guidelines relating to water supply and sewerage should be revisited to reflect the topographical and geographical conditions of hill States. He noted that a uniform approach may not adequately address the practical requirements of hilly terrain.
Highlighting the impact of weather conditions on project execution, Lama pointed out that hill States have a limited working window for infrastructure works. He, therefore, stressed the need for timely planning and execution, taking into consideration local terrain and climatic conditions.
He further recommended integrated planning of water supply and sewerage infrastructure, stressing that sewerage treatment facilities should be taken up alongside water supply projects to ensure sustainable and effective service delivery.
Drawing attention to the benefits of Central Government initiatives, Sonam Lama appreciated the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) and Har Khet Ko Pani. He stated that these schemes have strengthened irrigation facilities and supported organic farming, benefiting farmers and contributing to increased agricultural incomes in the State.
He also informed the Summit that all ongoing schemes would be completed within the stipulated timelines.
The Ministry of Jal Shakti took note of the issues and recommendations put forward by Sonam Lama during the deliberations.
The second day of the Summit also saw the presence of Prime Minister Narendra Modi, who participated in the proceedings and interacted with the participating States and stakeholders on issues concerning the water sector.
