Education department: Walk in interview for recruitment of Ad hoc teachers, regularization after 08 years on fulfilment of requisite norms

The matter pertains to the interview for the post of ad hoc teachers of different categories under Education Department. Education is the most prioritized sector of the Government in Sikkim. In order to promote better education system with administrative and qualitative reforms, the Government has taken a call to review the recruitment and administration of teachers being done in the state for the last many years. After careful examination and consideration, the Department of Education has come to this conclusion that appointment of teachers, not only for the regular purpose, but also for the ad hoc establishment, must be done in compliance with the existing rules and regulations of the Department, Ministry, NCERT and NCTE.

Since appointment to the post of teacher is not only a factor of providing employment and supporting the economic activities of the people it also implies creation and maintenance of better human resource for qualitative education. As the future of children cannot be compromised merely for the sake of providing employment, selection to the post of teachers to different categories on the basis of NCTE rules and regulations is necessary in order to have qualified and competent teachers.

This may also be well noted that advertisement has already been issued by the Department inviting application online for ad hoc teachers of different categories. During the selection procedure, in addition to their professional competency, assessment of their past services and experience certificates from their respective school-heads will also be given weightage. For renewal in the next academic session, they will have to only submit a performance report. They will not have to appear in any further interview for their renewal for every subsequent academic year and after completion of 08 (Eight) years of service they will be brought to regular establishment. In case there are still more vacancies at the end of each academic year even after renewal of the already employed teachers, such vacancies will also be filled up by interview process. This step is also in line with the National Education Policy, 2020 where a robust and transparent recruitment system for teachers has been included as an essential ingredient for improving the quality of education.

The previous Government had not visualized that regularization of ad hoc teachers would be subject to strict adherence to the NCTE norms. The Government has now decided regularizing all those ad hoc teachers to bring into regular establishment after completion of 08 (Eight) years of service with requisite educational and professional qualifications. For this, a policy decision has already been taken to regularize such qualifying candidates through the Sikkim State Teachers’ Recruitment Board.
