Sikkim BLOs undergo training ahead of IIIDEM New Delhi

Gangtok, June 17: A comprehensive training program for 32 BLO Supervisors and Booth Level Officers (BLOs) selected to attend the BLO training at IIIDEM, New Delhi from Sikkim was conducted on 17th June 2025 at the Conference Hall of the Chief Electoral Officer, Sikkim.

The Additional Chief Electoral Officer Mrs. Pema Lhaden Lama addressed the participants and emphasized upon the importance of their roles and responsibilities as BLOs.

The session was led by the Joint Director (IT) Shri. Zangpo Gyaltsen who is also the NLMT for Election Commission of India and
witnessed active participation from Ms. Anupa Tamling, District Election Officer (DEO), Namchi, along with key officials from the CEO office. The training was organized with the objective of enhancing the knowledge and operational preparedness of BLOs in view of upcoming electoral
activities.

The session covered a wide range of topics critical to the effective functioning of BLOs,
including:

  1. Roles and responsibilities of BLOs under the Representation of the People Act, 1950,
    Registration of Electors Rules, 1960, and latest directives from the Election Commission of India
    (ECI).
  2. Procedures for appointment and duties of BLOs.
  3. Communication strategies for effective coordination with Booth Level Agents (BLAs).
  4. Overview of the Summary Revision (SSR) process, including the collection of claims
    and objections.
  5. Techniques for conducting House-to-House Surveys to ensure accuracy in electoral rolls.
  6. Responsibilities of BLOs on Poll Day to facilitate free and fair elections.
  7. Usage and features of the BLO Mobile App to enhance efficiency in field-level
    operations.

The training aimed to strengthen the institutional capacity of BLOs, ensure seamless coordination, and promote transparency and accountability in the electoral process.
